- The adduser command adds a new bot's user.

- <user> is an uniq user handle.

- [user@host] is an nick!user@host mask, optionnal. If the user is on
- the bot's channel when using the adduser command, the bot will try to
- auto-complete the user@host, thus you dont need to specify one.

- <level> is a required field. It specifies the local OR global level.

- 1-500 are local levels, 501-999 are global levels.

- A global user has access to the bot on all of its channels. Only 750+
- global users can add new global users.

- If you want to add a local user, or if you can only add a local user
- (ie. you are already a local user, for example, manager of a channel
- on the bot), you need to specify a channel _only_ if you dont have a
- console selected.

- Since So-Bot 0.8, password and email options are no more available.
- The user needs to specify a password using the setpass command, and
- for the email, the email command.
